I have no idea. I think it´s a kind of street art.

It's called 'yarn bombing' here, and yes, that's exactly what it is - using knitting and crochet to brighten up the streets. You get railings, trees, gates, lamp-posts etc dressed in knitted coverings, bunting, crochet work and so on.
